Indian strategy takes N-test talks to brink

Article Abstract:

India's refusal to sign the Comprehensive Test Ban Treaty may create difficulties in the final acceptance and ratification of the Treaty. India asserts that the Treaty may encourage the five nuclear powers to continue their nuclear programs while preventing others from making nuclear weapons. The Treaty does not require total elimination of nuclear arsenals and the nuclear powers are not giving any assurances. India is insisting on a time frame of ten years for achieving total disarmament.
