International recruitment highlights need to track scientific behavior

Article Abstract:

Scientific institutes need to have free and confidential communication among themselves to avoid induction of people with dubious background. Persons indulging in fabrication of research data, falsification of academic credentials, sabotaging experiments of their colleagues and other scientific misconducts in a research laboratory, move to other countries where their past record is less likely to be known and investigated. Such instances cause enormous damage to the host laboratories which may have to withdraw irreproducible research publications and incur considerable disrepute.
