Listing proposals - November/December 1991

Article Abstract:

The Fish and Wildlife Service proposed the inclusion of 21 animals and 16 plants in the list of endangered or threatened species. If approved, these species will be accorded protection in accordance with the Endangered Species Act. Included in the proposal list for animals were the Mexican spotted owl, Oregon chub, Lee County cave isopod, Kanab ambersnail, giant garter snake, eleven freshwater mussels and three African antelopes. The list for plants included four vernal pool species, five limestone-endemic plants, Applegate's milk-vetch, smooth coneflower, Alabama streak-sorus fern and six species endemic to San Luis Obispo County, CA.

The role of the National Wildlife Refuge System in endangered species management

Article Abstract:

Seven hundred and fifty of 1,178 endangered species and 3,000 of 4,000 candidate species found in the National Wildlife Refuge (NWR) System have been detected in America. The exploitation of animals for commercial purposes, contaminated surrounding and human alteration of the natural habitats have caused the extinction of several species of birds and animals. Wildlife projects such as the Florida Panther NWR, Cape Romain NWR of North Carolina, Minnesota Valley NWR protect America's biodiversity and create environmental awareness among the people.

Improving Habitat Conservation Planning: the California Natural Community Conservation model

Article Abstract:

The Habitat Conservation Planning provision included in Sec. 10(a) of the Endangered Species Act allows private landowners and developers to incidentally damage part of the habitat of endangered species in the course of their business, provided that they develop and fund a conservation plan ensuring protection of the species as a whole. However, this provision has many limitations and is seldom used. It is compared with the more progressive California Natural Community Conservation Planning program.
