NASA: six weeks to save space station deal

Article Abstract:

The US Congress has asked the National Aeronautics and Space Agency (NASA) to reach an agreement with Russia over the space station deal by mid-May 1996. US will consider collaborating with Japan, Canada, and Europe if NASA is unable to break the deadlock. The Russian finance ministry has not released funds for building the service module despite its approval by Russian parliament. Several members of Congress are critical of Russia's committment to the space deal. Pres Bill Clinton will probably wait for the results of the Russian elections before deciding on the space deal issue.

Canadian research strategy set for lukewarm welcome?

Article Abstract:

The Canadian government's plan to produce a national strategy for science and technology has been criticized as a veil for the proposed 20% cut in the federal science budget. An ad hoc cabinet committee has already rejected one draft strategy document prepared for John Manley, the industry minister. Observers feel that the document is unlikely to contain radical proposals due to a lack of interest shown by Prime Minister Jean Chretien, a lack of expert advisers, the attitude of the officials and a split within the ruling Liberal Party.

Legislation to boost US technology takes protectionist turn in House

Article Abstract:

The National Association of Manufacturers have withdrawn support from the National Competitiveness Bill due to the incorporation of two amendments. The bill grants federal aid to some forms of industrial research and calls for the creation of research centers. However, the two new provisions will exclude non-US companies and companies with foreign board members. This policy has been criticized for its protectionist and isolationist stance because it will hinder scientific cooperation among nations.
