British white paper brings 'cultural change.' (influence of the UK government's 1993 policy document 'Realizing our Potential')

Article Abstract:

The 'Realizing our Potential' policy document of the UK government has not eliminated basic research but has revealed the importance of basic research over applied research. The policy document has produced significant changes in the attitude of the UK government toward researchers in the fields of basic and applied sciences. It has also caused the formation of six research funding agencies, which will help persuade the government to fund researchers of different disciplines.

British research councils win and lose

Article Abstract:

Britain's research councils have been restructured and increased in number from five to six. The Science and Engineering Council (SERC) is the main loser, as its biology section merges with the Agricultural and Food Research Council to form a new group studying biology and biotechnology. SERC agreed to share biomolecular science with the biology council, but lost its bid for a similar agreement on biochemical engineering.
