The challenge of cruelty prosecutions

Article Abstract:

Prosecution of people who are cruel to animals involves difficulties beyond those associated with crimes against humans. These include judicial apathy, inadequate and antiquated anti-cruelty laws and lax enforcement. To aid litigation, activists should work with the media and sympathetic prosecutors.
