The hazards of government data

Article Abstract:

Confidentiality should always be balanced with the need to meet the interest of the larger community. This is underscored by recent controversies on the culture of accessibility and transparency prevailing in the scientific community, as against the culture of secrecy in government. The case of the California EPA, which ordered one of its offices to destroy documents prepared during policy making which were not utilized in the final decision, and that of the UK Ministry of Agriculture, Fisheries and Food, which is reluctant to provide access to data, illustrate the need for open access.

Hong Kong's boom in education

Article Abstract:

Hong Kong is investing in the academic sector in full force to take advantage of the time remaining before it reverts back to China on July 1, 1997. Although Hong Kong Chinese believe that there will be no significant changes in the country when China sets its authority over the island, the rush of activity in education has been heralded as the biggest in Hong Kong's history, with an 18% increase in student participation in higher education.
