University debate boils over in Australia

Article Abstract:

Australian Education Minister David Kemp denied in Parliament that he was considering significant changes to policy relating to universities. However, a leaked submission to the Cabinet indicates that Kemp was planning to deregulate student fees and numbers and expose universities to market forces. This plan had to be reversed by Prime Minister John Howard and his Cabinet because of negative public reactions and panic among backbench politicians.
