Article Abstract:

In early 2001, the Australian government announced its "Backing Australia's Ability" innovation plan, which will mean increased spending of AS$2.9 billion on developing a knowledge economy. The main objectives of the plan include creating a more skilled and better educated workforce, and improving scientific research and infrastructure.
