Pres Clinton put less emphasis on deficit reduction in his FY 1996, budget and proposed tax cuts totaling $62.7 billion over five years. The tax cuts were aimed at middle-class families, and will increase deductions for children, IRA accounts and tuition.

The House on Mar 18, 1993, and the Senate on Mar 25, 1993, passed budget resolutions supporting Pres Clinton's economic proposals designed to reduce the federal deficit. A $16.2 billion short-term stimulus bill was also passed by the House.

Clinton budget measure passes narrowly in House

Article Abstract:

The House passed Pres Bill Clinton's budget reconciliation bill by a vote of 219 to 213 on May 27, 1993. The bill was intended to reduce the budget deficit by $500 billion by FY 1998 through spending cuts and tax increases.
