Filibuster blocks Clinton stimulus plan in Senate

The US Senate began its Easter recess Apr 6, 1993, after failing to pass Pres Clinton's $16.3 billion economic stimulus plan. Senate Democrats were not able to accumulate the required 60 votes to end the filibuster against the bill.
