A phoenix phenomenon: former communists

Former party members, especially high-ranking former officials like Hungarian prime minister Gyula Horn, fill the governments and industries of Eastern Europe. Identifying and defining former communists, and finding expert diplomats and managers, has prevented excluding them.

Rightist elements have won elections in Romania, Lithuania and Bulgaria recently, but it is too soon to predict whether the popularity of ex-Communists is a solid trend. Democratic and market forces are being strengthened in Eastern Europe.
