Article Abstract:
France had 2,000 service station stores at the beginning of 1998, including 367 convenience stores, compared with 385 in 1996, representing a turnover of FFr 1bn. These sales outlets, which previously meant high prices, have now lowered their prices in order to meet the needs of local customers, working over the product mix, and training the personnel according the shop's positioning. The Shell group has called on Casino and Prodis, Promodes' local shop branch for its supplies, and Elf is working with Casino, whose private label products represent a third of these 24-hour stores. In January 1998, Elf launched the Boutique concept, which is similar to that of a neighbourhood grocery store and which carries at least 2,000 products. All of the Elf shops were to have adopted these new norms by the end of 1998. BP has signed an agreement with Prodis, the local shop branch of Promodes, to install a hundred 8 a Huit shops with 100 to 200 square metres of sales space, and which carry 1,500 items. The shop will especially develop the press, fruit and vegetable, creamery, sandwich, and chilled product sections. The BP group, which has a franchise contract with Prodis, will give Prodis 0.7% of its turnover and 0.3% for its advertising costs. It has an objective of an average turnover per shop of FFr 4mn with an average market basket of FFr 40 to FFr 50.

Netherlands: Petrol prices artificially high
Article Abstract:
According to the NMa, the Dutch competition watchdog, petrol prices have been held artificially high by around Fl 0.05 per litre. A 1.5 year survey into price fixing between Esso, Shell, TotalFina, Texaco and BP has concluded that there was no price fixing between the oil companies, instead agreements were held between the oil companies and petrol stations, which meant that if a competitor lowered its prices a petrol station would be supported so it could do the same. It is estimated that consumers paid around FL 500mn per year too much. Such agreements are accepted in the EU, however, the NMa feels the extent in this case was anti competitive and it has the right to fine the companies involved.

According to a Belgrade radio station, OMV of Austria is interested in taking over the 220 filling stations of Beopetrol in Serbia. However, no tender invitation has taken place so far.
