Article Abstract:

Ghana has undergone political and economic changes between 1961 and 1999. There is political stability, and elections are scheduled for 2000, when Jerry Rawlings is due to resign from the post of President. John Atta-Mills, vice president, is one possible successor. There are signs that Ghana could enter a recession, but the economy appears to be healthy, and the government has followed the policies of the World bank. Foreign investment rose particularly sharply from 1992 to 1997. There is still a large percentage of the population in rural areas on low incomes, and many others are unemployed in urban areas.

Article Abstract:

Zambia has been ruled by Frederick Chiluba since he won elections in 1991, replacing Kenneth Kaunda. Economic recovery initially appeared possible, and foreign aid was granted to Zambia. The government has since allowed political crooks to share power, and they have sought to make fortunes rather than carrying out reforms. Cholera has killed around 9,000 Zambians in early 1999, partly becasue companies awarded contracts to deal with rubbish do not often deal with refuse in Lusaka, Zambia's capital.

Article Abstract:

There are calls in France for a reduction in presidential powers. This has been linked to a call for an end to the possibility of the president to be from a different political party from the prime minister, a practice called cohabitation. The two objectives should not be confused, since a reduction in presidential powers would benefit France, but it maybe mistaken to seek to end cohabitation. Cohabitation may have some disadvantages, but it is a way for voters to curb presidential powers.
