The rotation of the European Union's presidency every six months among the member nations may need to be changed. The system results in ineffective leadership in which leaders are more concerned with public relations than with effecting strong solutions to economic problems. A strategy that members should consider is abandoning the current budget and establishing state aid and agricultural subsidy maximums.

The philosopher Justus Lipsius, who died in 1606, generated many themes that could be applied to solving Europe's economic and political problems. For example, Lipsius was in favor of low taxation and disciplined government spending. He was also not a supporter of nationalistic instincts, though he was involved in the early nation-state.
