Leonard Barrack, former finance chairman of the DNC, contends that his firm did nothing wrong when it paid no city taxes on partners' fees, calling them 'business expenses.' The Tax Review Board agrees. The City Solicitor's Office does not. It wants to collect $1.4 million it thinks the city is owed.
