Public set to plug in for power choice
Article Abstract:
Over a million electric customers in Western Pennsylvania will be sent letters by their local utility informing them how to scout for cheaper power under a choice program. Two-thirds of Pennsylvania customers can begin buying power and saving money from outside suppliers in January 1999 and those who do not apply now will wait until January 2000 to avail of the savings. A list of those who qualify for the program will be released in late August 1998. The program does not obligate the consumers to leave their present supplier whose rates will be regulated by the state Public Utility Commission.

Electric choice program is slow starting

The Pennsylvania Public Utility Commission (PUC) has moved the start of the state's electric choice program from Sep. 1, 1998, to as late as Sep. 25, 1998. The program, which is designed to allow consumers to select their own electricity providers, was supposed to notify up to 3.5 million electric users, two-thirds of the clients of each utility firm, that they are enrolled in the program on Aug. 28, 1998. The PUC decided to postpone the implementation in order to finalize some of the details of the program, including the size of the "shopping credits" that will be given to each client.

Duquesne Light wavers on merger
Article Abstract:
Duquesne Light Co. is backing off from an amended form of its parent DQE Inc.'s merger with Allegheny Power. The two companies would be able to completely merge by early October 1998 under this arrangement. Duquesne Light officials claimed that there are clauses in the new deal which it finds objectionable. The Public Utility Commission has already sanctioned the compromise proposal offered by Allegheny Power. This ruling will override concerns about the utility's ability to monopolize the electric generating industry in Western Pennsylvania.
