Article Abstract:
A Dec 1992 survey published by the National Economic Development Council on the Public Works Directive effective from Jul 1990 shows that European harmonisation is far from ready. Six out of 6,315 contracts of over 4 million pounds sterling were let to non-national contractors; 90% of clients claimed that the directive had not led to lower bids; administration costs increased by 57%; tenders have been complicated and lengthened and there is insufficient openess in some countries. It is believed that existing and forthcoming directives need to be simplified.

Article Abstract:
The introduction of European legislation was originally designed to standardize working procedures throughout the Continent, although several countries have opted out of important directives. This makes it difficult for construction firms to construct bids to compete with local businesses. Cross-border bids will continue to fail without the unification of rules governing procurement procedures.
