Article Abstract:
There are mixed views in the UK about whether vapour-permeable tile underlays are really effective in preventing condensation problems in pitched roofs. Manufacturers claim that these underlays allow vapour to pass through and are waterproof when condensation falls back onto them. However, some observers point out that the underlays rely on the existence of different vapour pressures on either side of them. In winter, there is a danger that the differential in vapour pressure on each side of the membrane will not be large enough to produce sufficient vapour transfer.

The procurement jigsaw

The UK Treasury has established a set of goals for construction procurement but they need to consider a number of additional criteria in order they can fulfill their targets. The Treasury should ensure the criteria for awarding contracts is not based on only the least expensive bid. All contracts should be closely monitored. They must make sure the contractors, who have been chosen, follow the Construction Industry Board's code of practice. Some 25 billion pounds sterling is spent by the government on construction procurement.

Ulster firms hit out at frameworks
Article Abstract:
The Joint Consultative Council (Northern Ireland) has made a formal complaint to the Internal Market and Financial Services Directorate of the European Commission regarding the use by local authorities in Northern Ireland of framework agreements for construction consultancy work. Opponents of this approach believe that it discriminates against small companies. The European Commission may go as far as taking the UK government to the European Court of Justice for going against procurement regulations.
