Article Abstract:
Many of Scotland's housing estates were poorly built and under maintained, and local authorities can not undertake any more renovations and new building work because they have a budget deficit of 4 billion pounds sterling in 1998. The initiative has a fund of 35 million pounds sterling to offer grants to private firms who undertake regeneration work.

City pride
Article Abstract:
The role of the planning lawyer has changed dramatically over recent decades, according to law firm Herbert Smith's head of property department Garry Hart. He feels that a consensual approach is now emerging after a period of conflict between developers and local authorities. He is particularly keen to make a positive contribution to planning, and finds it very enjoyable to be involved in the creation of something which links the past and the present and creates something for the future.
