Fine-tuning FM decisions
Article Abstract:
The construction industry has a lot of experiences which can be drawn on to estabilish which method of facilites management (FM) should be used for the construction projects of today. If a detailed and complete definition exists when the project is put out to tender, an FM contractor is more suited to the requirements. An FM consultant should be employed, however, if there are a lot of unknown quantities in the project definition, and in a changing construction environment. The FM consultant is not liable for the entire project, as is the FM contractor.

A rational approach to cost
Article Abstract:
Cost planning was introduced in the UK in 1945 when the government had embarked on large-scale public sector building projects. Target costs were set as ceilings and cost planning separated elements of building costs. The role of quantity surveyors was important in cost planning. Initially costs were set at too low levels with an emphasis on the short-term. Computers can help cost planning develop, and the future lies in integrating cost planning and design.

Five young representatives of the construction industry have put forward their strategies for an improved industry. Ideas included raising the profile of the industry on television, appointing an ombudsman, and run advertising campaigns to attract new entrants. Other ideas were for consultants to improve advice, improve relations with clients, and provide better on-site facilities.
