United Kingdom Conservative Member of Parliament Tony Baldry plans to call on the government to introduce a scheme where builders who are not registered should have all of their work inspected. The government had been considering introducing a voluntary registration scheme although Baldry points out the scheme must be made more powerful. Some industry experts point out the trial accreditation schemes are not working because they have lost their impetus. Others suggest if the different trades set up their own accreditation schemes they still must be judged by the same standards.

The Housing Grants, Construction and Regeneration Act 1996 comes into effect on May 1, 1998. It will introduce fundamental alterations to construction industry payment mechanisms and contracts. The views of construction minister Nick Raynsford, legislative author Michael Latham and arbitration expert Tony Bingham concerning the new law are given. Industry standards affecting contracts are discussed.

Subcontractor fears payments scam
Article Abstract:
Tiling and stonework contractor Tilecraft is calling for the DOE's new contracts legislation to be scrapped on the grounds that it does not protect against payment abuse. The new legislation aims to ban pay-when-paid clauses, with the exception of in the event of company insolvency. Tilecraft managing director Molly Harber believes the legislation increases the vulnerability of the subcontractor.
