Distribution lists for direct electronic mail marketing can be created through reactive opt-out; proactive opt-out; unconfirmed opt-in; confirmed opt-in; and verified opt-in. For instance, reactive opt-out needs no permission when adding an address to a list but is incumbent upon mailbox owners to remove their addresses from mailing lists. On the other hand, proactive opt-out authorizes an agency, such as the FCC or the USPS, to maintain a list of addresses whose owners do not wish to receive unsolicited bulk e-mail.
