Design and build contractors are expecitng to profit from the increase in higher education students expected during the 1990s. The anticipated 400,000 new students will require five billion pounds worth of accommodation at universities and colleges. Contractors are offering set price design and build contracts to universities. The accommodation has to have a low unit price but costs of use are often more important to the client than capital cost.
