Article Abstract:
Chairman of the UK Conservative party Sir Norman Fowler has been chairman of the National House Building Council (NHBC) since Jun 1992. Fowler can be credited for encouraging the former Chancellor Norman Lamont to increase the stamp duty threshold from 30,000 pounds sterling to 60,000 pounds sterling to help spur the housing market. Fowler often finds himself in conflict as a result of his dual chairmanship, such as in the government's proposals to change Part L of the Building Regulations on the conservation of fuel and power. The NHBC claims that this would be too costly and risky technically.

Article Abstract:
In the UK, a construction industry survey from the National Specialist Contractors Council for the fourth quarter 1996 shows that orders and confidence have risen, but there is a continuing problem with skills shortages and payment times. The figures show that 44% of respondents saw enquiries increasing, while 54% expected their workload to rise in 1997. However, skills shortages are affecting the expansion plans of many businesses.
