Article Abstract:
Orbit housing association has been amongst the top five social housing developers during recent years, although chief executive David Hucker believes the association will have difficulties in sustaining a significant development programme. He has warned that housing associations are putting themselves at risk by reckless underbidding, although he has been accused of double standards, by critics who say that Orbit has been undercutting its rivals. Hucker feels that the association has achieved its programme through a lower development cost base.

The Joseph Rowntree Foundation's Housing and Construction: A Troubled Relationship report, called for spending on higher standards now to save on maintenance later. However a key advisory figure to the DOE believes that simply raising speicification in the initial design will not save money over the lifetime of the building. A methodology for measuring housing quality is being established.

The NHBC launched Buildmark Choice, a revamped warranty for the social housing market, in response to increased competition from Zurich Municipal, SHIELD and HAPM. Zurich Municipal took market share in both the social and private market and has trial schemes with Westbury and Berkeley. The Housing Corporation has recently added SHIELD to its list of approved schemes.
