Article Abstract:
Michael Rainbird is the 1992-93 president of the Royal Institution of Chartered Surveyors (RICS) Quantity Surveyor (QS) division. His term of office coincides with a time of change within the QS profession and within the RICS. Quantity surveyors are moving away from their traditional activities into project management, new technology and a wider advisory role. Large practices are employing professionals from other disciplines. This calls into question the role of the professional body. The RICS is planning a constitutional review. Rainbird is a director Widnell for which he has worked for 25 years.

General levy
Article Abstract:
The Construction Industry Training Board (CITB) has been reprieved for a further 5 years. This is due to its Chief Executive Ted Willott who was appointed in Jan 1991. Willmott is an ex-Major-General. He has given the organisation a business-like approach. The CITB is financed through a 0.25% levy placed onconstruction firms. Abot 63 million pounds sterling is raised through the levy. Further finance comes from the Training and Enterprise Council. The CITB aims to train 12,000 people annually.

Bitter harvest
Article Abstract:
John Theakston, who recently took over as chief executive of Higgs and Hill, the 15th largest builder in Britain, believes the company is in a better position than most due to not over extending itself in 1980s, in the housing and property markets. He joined Higgs and Hill as corporate development manager and later became finance director and then chairman of the housing and property divisions. He has no plans for the company to return to civil engineering.
