Article Abstract:
The UK Labour government's commitment to improving school standards and accommodation has led to higher investment in construction and maintenance of school facilities. A budget of 1.36 billion pounds sterling has been set aside for modernisation and repair work in 1998, while school credit approvals will rise 37% in 1998 to 922 million pounds sterling. The government hopes to invest 150 pounds sterling per pupil. European Union regulations ensure building contractors are allowed to tender competitively. Local authorities mainly use departmental architects.

Losing their cool
Article Abstract:
A study undertaken by the Building Research Establishment shows that cooling systems using the thermal mass of buildings as a heat sink are inefficient due to poor detailing and poor management by facilities managers. Night cooling is used to reduce the temperature of the concrete floor slab which then absorbs the heat during the day cooling the air. The heat sink must be exposed to allow the heat from the air to be absorbed. Some buildings pass incoming air through the floor void. This limits efficiency of cooling and distibution.

Protest stymies BRE sale; Losing bidder complains in-house team had unfair access to vital information
Article Abstract:
Claims that the British Research Establishment (BRE) sale was been handled unfairly have temporarily halted the sale completion process. Representatives from the University College of London (UCL), UK, say that the winning project team had an unfair advantage over other bidders because it was allowed to see crucial papers compiled by the Department of Environment. BRE representatives say that the UCL's complaint will not further impact BRE privatisation, however.
