Article Abstract:
The Health and Safety Commission's proposed Construction (Design and Management) Regulations and Approved Code of Practice will come into effect on Jan 1 1994. They impose health and safety duties on the whole project team. Designers will have to consider the building feasibility and add safety systems for future maintenance. Many architects claim that duties are not clear cut and are concerned with liabilites and higher insurance payments. Clients will need to appoint planning supervisors and monitor safety in the early project stages. Projects should be more efficient.

Ulster builders face new safety checks
Article Abstract:
Construction companies in Northern Ireland are to work under a new third-party health and safety certification scheme. The Northern Ireland Construction Employers Federation hopes that the scheme, which it aims to introduce by the end of 1998, will streamline prequalification procedures demanded under the Construction (Design and Management) Regulations. Under the planned scheme, companies that feel they have a certifiable health and safety scheme will have to apply to a concern appointed by the federation as the third-party certifier.

Article Abstract:
The Temporary or Mobile Construction Sites Directive adopted in Jun 1992 must be implemented in the UK by Dec 31 1992. It aims to improve health and safety on site and place more legal responsibility on construction firms. The Offshore (Protection Against Victimisation) Act 1992 was introduced due to the lack of protection for workers who uncovered health and safety infringements in their workplace. New employment legislation should extend the scope of the Act to all types of workers.
