Generating the fund for inner-city regeneration
Article Abstract:
The URA (Urban Regeneration Agency) was set up to bring uniformity to nationwide Urban Programmes and oversee local government and private urban schemes. It has been given controls over planning and compulsory purchase. The URA is underfunded. It has a budget of 250 million pounds sterling. The government believes that by 1997 private investment will boost public sector finance in this area to 5 billion pounds sterling. But this does not take into account the collapse of the property market. The Housing Land and Urban Development Bill, to be introduced to Parliament in fall 1992, will give the URA legal powers.

Roads and registers will cost developers dearly
Article Abstract:
The Environmental Act 1990 and the Department of Transport's plans to extract payment from developers for trunk road improvement, imposes extra expense on the UK construction industry. Under the 1990 Act developers will have to bear the cost of treating contaminated land. It is believed that this will result in a further decline in the value of land. The Department of Transport's proposals require payment before improvements are undertaken. In recessionary times few developers can afford to do so and developers may have to wait up to 15 years until the work is completed.

Pressures brewing house price boom
Article Abstract:
Government plans to restrict the amount of land available for housing development will ensure a rise in house prices. Developers will have to systematically identify available land. Guidance from the Department of the Environment on pollution control will assist planners and developers in the identification of contaminated land. Planning guidance has also been issued on the development of flood risk areas and archaeological sites.
