Stalled directive could harnm Web merchants
Article Abstract:
Enactment of the EU's proposed electronic commerce directive has been delayed because of issues regarding legal jurisdiction and splits within national governments regarding the adoption of the directive. An official noted that the directive could remain in limbo in 2000 and perhaps 2001 if no agreement on it is reached. If so, the official further said, the directive could become outdated because of the speed of electronic commerce development. Internet World Wide Web merchants would be the most adversely affected if the directive is not enacted.

Surveys: French Internet use in infancy
Article Abstract:
The use of Internet in France is still in the infancy stage, although electronic commerce firms have started to registed significant growth in sales. Around 5% of the total population, or 3 million, has access to the Internet at home, but only 3.9% have subscriptions to Internet access services. Transactions made directly through the Internet reached FF1.1 billion ($180 million), signficantly lower than the FF7 billion ($1.1 billion) worth of goods and services bought through minitel.
