Article Abstract:
The UK Labour Government have introduced the idea of 'best value' for local authorities which are considering tenders for work or services. Local authorities will be obliged to considered both private sector and internal bids for work on an equal basis. They will be required to agree contracts which are not only competitive but reach specified standards. The overriding obligation of the local authority will be to local people. The government is planning to introduce the new system by a series of feasibility studies in 30 authorities. Compulsory competitive tendering will be abolished in 1998.

Taking the right route
Article Abstract:
Risk allocation is the key issue for UK construction clients and contractors to take into account when considering various procurement options. The construction management form may be most appropriate for a client seeking direct control over those undertaking the work and, most significantly, over payment of specialist contractors. However, a design-and-build form may seem more attractive for clients not involved in very much repeat business. This approach brings single-point responsibility, thus cutting down on administrative work.

Lessons for industry
Article Abstract:
There is general agreement in the construction industry that the division between education and training is too wide. Many contractors are concerned that graduate students are becoming too specialized and are not being taught how to cope with the realities of construction sites. It is essential that the education system produce well-educated individuals with on-site experience if the UK construction industry is to remain competitive in world markets.
