Arbitration was successful in the 70s because it was a commercial rather than a legal process. In the 90s large arbitration cases cost more than litigation becuse of the high costs of a judge or court room; retired judges can cost 1,000 pounds sterling a day. The advantages of arbitration is that arbitrators are construction experts, it is private, awards are not published and both parties can choose an arbitrator. Expert Tony Bingham suggests a two-tier approach. The commercial arbitrator should solve the majority of cases and a legal arbitrator can be brought in as a last resort.

Land of promise
Article Abstract:
House Builders Federation director, Roger Humber criticises the government's policy for housing in both the public and private sectors. He claims there is a shortage of land for housing development which will increase land prices during the 1990s and may damage the government's plans for 50,000 social houses to be provided by 1995. Housing minister, Sir George Young disagrees and points out the government cannot plan for the private sector. He sees no short term land shortage although he admits the social housing plans may be affected by rising prices.

Article Abstract:
A report by the Audit Commission criticises local authorities and central government for the 8.5 billion pounds sterling backlog in council house repairs. The backlog cannot be completely reduced but more efficient assessment of need and targetting of resources should be introduced in order to prevent the backlog becomming any larger. The Commission proposes more partnerships with housing associations and the private sector and recommends the government improve its forecasting tchniques.
