Article Abstract:
Authors Vered Rom-Kedar and Nathan Paldor theoretically base periods of meridional flow observed by constant level balloons in a certain study on a stability analysis called near-flat parabolic resonance that they previously developed. The authors' argument implies that horizontal balloon motion can be considerably diverted from horizontal air motion. This appears to be contrary to Newtonian dynamics. Their stated need for an explanation of balloon meridional motion will not survive a scrutiny of data in a certain 1997 study and a casual examination of other atmospheric environments.

Comments on "Secular Trends of Precipitation Amount, Frequency, and Intensity in the United States."
Article Abstract:
T.R. Karl et al have examined the precipitation trends in the US during the 20th century. They agreed on the importance of changes in heavy rain days as they influence major catastrophic floods. The floods that they categorized were those that had 100-year or greater flood flows which rarely occurred in a given large basin. Results indicated that the precipitation increases they detected were not large enough to create a detectable signal in the annual flood flows in the US.

United States releases plan for an integrated ocean observing system
Article Abstract:
The National Ocean Research Leadership Council is asking for the creation of an integrated ocean observing system. In a report submitted to the US Congress, the council said that the ocean observing system will be responsible in gathering ocean information that is similar to the information collected for atmospheric weather forecasting. The system is envisioned to transform ocean observations from a research-focused activity to an operational system.
