Operation overload

Article Abstract:

The higher education systems of the former east and west Germany will merge in Oct 1993. Academics in the eastern states are unhappy that they will lose their powers to limit admission, examine students periodically and fail them if their academic work is unsatisfactory. In the western states all students passing the Abitur examination were guaranteed a university place, which has led to great overcrowding. The west German colleges cannot force students to leave or to take exams, and the drop-out rate is high.
