The UK governmentis seeking to increase choice in the market for rented housing by attempting to encourage private landlords to provide social housing. The governmnet is seeking to justify transferring housing assets from local government to the private sector. The way to assess whether this policy is justified is to measure efficiency gains in terms of tenants' choice, and renewal of urban housing projects. Planners are concerned that housing may cease to be affordable.

Accommodating the masses
Article Abstract:
The private sector is unlikely to be able to counter likely shortages in housing in the UK in the 15 years from 1995, according to the Joseph Rowntree Foundation (JRF). The JRF has issued a report by Alan Holmans, who argues that people tend to set up households even though housing is not available, and overcrowding results. There is a shortage of housing in the UK both in terms of social housing and of owner-occupied properties, Holmans argues.
