Article Abstract:
Solutions to the problems of the nuclear power industry will require negotiation and compromise between the utilities and the United States Nuclear Regulatory Commission. Regulation costs the utilities a lot of money during licensing delays. Standardization of plants could help speed up licensing procedures. The public must also be won over into confidence with the industry. A diagram shows several standard nuclear power plant designs. Tables illustrate the costs of regulation and a graph illustrates the declining commitment to nuclear power in the United States.

The Advanced Technology Program faced reforms conducted by the National Institute of Standards and Technology. The changes made in the rules governing the programs aim to attain greater stability for ATP. One of the significant changes made in the rules is the requirement to formally define "large businesses" in terms of yearly corporate revenues.
