Executives cannot be expected to implement total quality management if they cannot systematically organize their own working environment. There are evidences to support that managers are often beset with mounting work simply because of unsystematic habits. This problem can be attributed to the absence of a benchmark to guide managers in the various office functions. Managers can have benchmark work habits despite having a diverse set of responsibities and functions.
