Article Abstract:
Two basic styles are currently being used for capitalizing names of software languages and operating systems: one way is to capitalize all letters in names that are acronyms, such as BASIC (Beginner's All-Purpose Symbolic Instruction Code) or COBOL (COmmon Business Oriented Language); and the other way holds that any five-or-more-letter acronym that can be pronounced like an English-language word should get only its initial letter capitalized. According to this rule, Fortran and Basic would not be all in capitals. A generally accepted rule that overrides the above-mentioned conventions holds that languages or systems named after people should have only their initial letter capped. Thus, Ada, the programming language widely used in the US Department of Defense, would not be all in capitals because it is named for Augusta Ada Byron, Countess of Lovelace, who was a friend of Charles Babbage. FORTH is popularly believed to be an acronym, but it is actually not one. It can be written as FORTH or as Forth, with a possible justification either way. Neither is UNIX an acronym, but it is registered as a trademark by AT&T. It should therefore properly be capitalized, but because there are competing versions of it, the name is often seen not capitalized in computer literature.

EPA proposal would bar Web posting of some plant risk data
Article Abstract:
The US Environmental Protection Agency has proposed certain regulations that are aimed at preventing off-site consequence analysis information contained in risk-management plans to be published over the Internet. The regulation is aimed at preventing terrorists from getting hold of information that would be valuable in targeting industrial chemical complexes. Some of the information that would not be posted on the Internet are the name of the chemical, the project quantity of the release and the release rate, teh scenario that results in the release and maps or graphics or scenarios.

Exhibiting some capital traits
Article Abstract:
London has been chosen as the site for an exhibition for 2000. The 700 million pounds sterling project will be based in Greenwich, London. This raises the issue of special planning needs of capital cities. The controlling heights of the UK economy tend to be based in London, though many routine jobs have been relocated. The controlling jobs may also be relocated, but the political and cultural importance of London is likely to persist.
