Article Abstract:
The DoE is currently assessing responses to its draft circular on planning obligations. Some observers feel that new guidance is not really required, as there is clear House of Lords support for the current test of reasonableness for the planning obligations which a local authority can require. The planned changes to policy appear minor, but may in fact have wide-reaching results. The consultation paper is unclear on certain issues, and needs to accept that bargaining for so-called 'planning gain' will become increasingly common.

Institute welcomes 'constructive' hedgerow protection proposals
Article Abstract:
The Royal Town Planning Institute recognises the consultation paper by the Department of the Environment, Welsh Office and the Ministry of Agriculture, Fisheries and Food on protecting hedgerows in Britain. It is concerned, however, that manpower arrangements have not been considered carefully enough. Other areas of concern include inadequate communication channels and project timescales.
