President seeks $715 million for NIST

The Clinton administration is proposing a $715 million budget for the National Institute of Standards and Technology for fiscal year 1999, about 6.3% more than 1998 finances of $672.9 million. Total appropriations amount to some $828 million, with $73 million going to research and development and $40 million to expenses and fees. Sixteen million dollars of the $286.3 million appropriated for the Measurement and Standards Laboratories will be expended on new semiconductor measurement tools, the creation of technologies for disaster research, and the formulation of measurement methods for climate changes.

NIST submits facility plan
Article Abstract:
The National Institute of Standards and Technology (NIST) presented to Congress a facility plan for the 30-to-40-year-old laboratories at the institute's sites in Gaithersburg, MD, and Boulder, CO. The plan elucidates and gives high priority to the office and laboratory space specifications, and maintenance, construction and renovation programs. In its fiscal year 1998 allocations, Congress authorizes $95 mil for facilities improvements, with a significant amount depending on the facility plan.

NIST lab privatization off the chopping block, Baldrige on
Article Abstract:
HR 2491 or the House Fiscal Year 1996 Budget Reconciliation Bill which provides for the dismantling of the Dept. of Commerce was passed by the House of Representatives. However, privatization of the National Institute of Standards and Technology (NIST) laboratories in Gaithersburg, MD and Boulder, CO, was not stated. The bill calls for the establishment of an independent NIST and the end of the Advanced Technology Program, the Manufacturing Extension Partnership and the NIST Metric Program.
