Cities work best
Article Abstract:
Economic and social changes within the UK mean that city-regions have become the most appropriate areas for strategic planning because of their almost self-contained markets for labour and their self-reliance on services such as shopping and transport. There are up to 40 city-regions in Britain that would be suitable candidates for unitary local government and they could point the way to greater efficiency and democracy.

Planning for progress in development: There is only one year to go to meet PPG12's aim of substantially completed development plans
Article Abstract:
There is a reluctance on the part of some local authorities to speed up the process to provide comprehensive development plans. This may be because the process is regarded as lengthy and expensive. However the government is seeking substantially completed coverage by February 1997. More progress has been made in the adoption of unitary development plans.
