Article Abstract:
Communities are better managed by establishing a community quality council (CQC) which promotes improved quality of life by effecting changes in communities and regions through the use of total quality management (TQM) principles. TQM enables citizens to be more diligent and efficient because they are provided the bases for problem analysis, strategic planning and effective communication. The CQC can sort through the problems and issues facing the community and then develop the necessary strategies.
