Article Abstract:

Compliance with the National Pollutant Discharge Elimination System's storm-water permitting requirements of the EPA has been a struggle for some cities and states for the 10 years that it has been enacted. As a result, there is a demand for civil engineers to exercise good judgment in their designs and to make their clients aware of all of the ramifications of the regulatory environment for storm-water runoff.
