Environment policy when market structure and plant locations are endogenous
Article Abstract:
A model that encompasses environmental issues and the ability of a firm to enter or exit as well as change the number and location of plants due to changes in environmental policies is constructed. The two region, two firm model allows for market structure and plant location endogeneity. The model links pollution policy with the model of plant location endogeneity and industrial structure. It allows for tax policies, permit systems and regulations on marginal and fixed costs.

Article Abstract:
The strategy proposed by Xepapadeas for implementing an optimal emissions policy is not incentive compatible and results in multiple Nash equilibria which can generate several outcomes, including a Pareto-efficient allocation. Xepapadeas' strategy for budget-balancing in policy implementation only results in optimal emissions when aggregate emissions can be seen. A bargaining process is suggested which results in a unique subgame-perfect equilibrium.

Substitution effects in the valuation of multiple environmental programs
Article Abstract:
A theoretical framework is presented to show the complementary effects and substitution of environmental programmes. The traditional approach of benefit aggregation comprising summation and independent valuation is found to exceed the advantages of three-program policies by 54% on average and two-program policies by 24%. Contingent valuation data is used to estimate valuation function features derived from a maximum likelihood estimator.
