Article Abstract:

The city of St. Petersburg, Florida received fringe winds from Hurricanes Francis and Jeanne in a period of two week where the storm debris were estimated to be 25,000 tons of vegetation and 10,000 tons from Hurricanes Francis and Jeanne. The Florida city has chose to implement storm recovery operations rather than to employ a disaster recovery contractor.
