Information assymetries, uncertainties, and cleanup delays at Superfund sites
Article Abstract:
An analysis of factors contributing to the cleanup delays at Superfund sites showed discounting, risk-aversion and compensation for off-site damages limiting the ability of government agencies and potentially responsible parties in responding to a timely manner. This is due to the lump-sum transfer mechanism used in Superfund, which when analyzed on a Bayesian mechanism for information transfer, results in an information assymetry that induces non-action due to the effect of liability shares on the cleanup decision.
