Jury is still out on Chicago bag program
Article Abstract:
Chicago's blue bag program for recycling failed because of lack of public support and acceptance, contamination and bag breakage problems. Use of separate blue bags allow cocollection of refuse and recyclables, but sorting out recyclables from mixed waste and blue bags is a problem. The program's recycling rate is below the 10% target for 1996. However, city officials are confident of the program's success. Efforts to increase public participation are directed at developing less expensive bags, providing specific information and increasing publicity campaigns for the program.

Source reduction through home composting
Article Abstract:
The home composting program conducted by the Alameda County Waste Management Authority in 1990 emphasized the education of residents by utilizing demonstration gardens and workshops. The Alameda County Home Composting Education Program conducted a detailed mail survey of its attendees, who verified that they composted an estimated 3/4 of yard waste and 2/3 of food waste. This means an annual household waste reduction of 75 pounds or approximately 25%. Therefore, proper information and encouragement of home composting can translate into waste reduction.

The state of garbage in America
Article Abstract:
The 1998 State of Garbage in America survey showed that states rely on various innovative sources to fund their solid waste recycling and composting projects. Some of the most significant sources of funding are surcharges on disposal, product taxes and sale of bonds. Majority of the states offer grants to local agencies in managing their waste reduction programs. While some states have comprehensive waste disposal laws in place, the survey revealed that interest in solid waste management legislation is waning.
