On the way to MSW composting
Article Abstract:
The Northeastern Connecticut Regional Resource Recovery Authority (NCRRRA) was created in early 1980s consisting of six towns to address the towns' common problems. NCRRRA successfully addressed the common problems of landfill space, waste disposal costs and other enviromental quality issues through a regional recycling program. As of 1993, membership has grown to eights towns with a total population of 63,885 and municipal solid waste composting (MSW) is on its agenda. NCRRRA's plans for MSW composting is to have a composting facility that includes resource recovery, flexible facility procurement and privatization.

Credit criteria for composting projects
Article Abstract:
Institutional investors providing financing to compost facilities have developed a set of criteria which are project prerequisites. Investors provide a loan with a fixed rate of interest, and the project must have a contract that provides a minimum guaranteed amount of waste coming into the facility and a specified price for that waste. The investors are uninterested in technology that has not been commercialized. The project operator also needs to have a substantial capacity for cost bearing.

Beyond recycling...zero waste or darn near
Article Abstract:
An analysis is presented on achieving zero waste, rather than waste minimization. Tenets of zero waste include producer responsibility for product and packaging waste, recycling infrastructure investments, development of new businesses for handling waste materials, and eliminating taxpayer subsidies for environmentally harmful industries.
