Optimal procurement contracts for electricity generation
Article Abstract:
The optimal procurement procedure that states can use when they are buying electric power from non-regulated sources depends on whether a state is dealing with one independent power producer (IPP) or several. If a proposed deal is with a single IPP supplier, states should use a subcontracting strategy that establishes a take-it-or-leave-it price. If several IPP producers are bidding to supply electricity, states should use a second price auction strategy.

Sulfur dioxide compliance of a regulated utility
Article Abstract:
An evaluation of policy effects on air pollution control techniques by electric utilities reveals that Public Utility Commission regulations can affect Clean Air Act implementation outcomes. The study reveals that incentives combined with 'cost-plus' compliance can increase social costs of compliance significantly. However, the effects do not undermine the principal goal of air quality management policies.

Tradable allowances in a restructuring electric industry
Article Abstract:
The tradable allowance program for sulfur dioxide has entered into an electric industry which is being restructured. Allowance market and incentives in the industry are affected by two major changes, namely, the sprouting of stranded costs and the entry of nonutilities in the industry. The effects depend on the consumers' attitudes toward patronizing entrants and traditional utilities.
